I believe that is in the main library Downtown. I saw it the other week.

That picture was taken in MOCA Jax November 2010, when the mobility plan won the Florida Planning and Zoning Association's Outstanding Public Study Award .  That particular exhibit was evenutally donated to the Jacksonville Public Library, where it exists today:
