Nice pics. I was on 8th yesterday and the line of debris was massive.  Just curious but who is responsible for alleys? City or property owners?

The City owns all of the alleys which are public right of ways.  Unfortunately, the City has refused to provide maintenance so residents and community groups are forced to step in.
