Memo from Crescimbeni

Last Friday I read here in Metro Jax somewhere, a memo from John Crescimbeni about the upcoming vote on the millage rate and what would happen if no one approves it. I can not find it now and really want to read it again carefully. Can anyone point me to where it is here?
