I guess I'm crazy. I was just there yesterday, giving a black history tour. With that said, whatever fears one may have through a problem that can be resolved by enforcement, should not drive long term physical built conditions of the corridor or community in general.

Fears?   They're constantly slinging at that corner, often ironically right at the front of No Loitering sign.  This isn't fear, it's reality.

Now some of us push aside those concerns and push on.  But we're the edge case, not the norm.   Ain't no one going to put serious money into that area until they clear the shitbags out.
