Should the flood-prone areas of South Shores be turn back to floodplains or should dirt be hauled back there so the area could be developed?

There is a city program with FEMA money to give residents the options to sell out to the city at 2016(?) pre hurricane prices.  The homes would then be demolished and those properties would never be redeveloped.  there were something like 60 homes given this offer but like 1/3 of that took it.  With the real estate market as hot as it is right now I question if it would make fanancial sense.  Houses in the area of South Shores and Old Hickory that flooded haven't seemed to have an issue selling.  FWIW most of the actual houses didnt seem to get water in them since they area few feet off grade, garages though did flood.

There was a city initiative before all of tis to condemn they two blocks north of Marjenhoff Park and revert the entire area back to it's natural state.  Remove roads, etc.  That is the worst area for flooding, the slightest high tide puts water on the roads there.

With that history, and the projected future, you would think flood insurance would get too expensive to make financial sense.

One of my acquaintances took the offer from COJ (2 years ago) and is still waiting. They (COJ)  said all the storm damage across the state has prevented them from closing the deal. Not sure what that means to be honest. In the meantime she has had to pay taxes and insurance for two years while it sits empty.

Maybe, but houses are turning over so who knows.  A majority of these houses were already in a flood zone but for some reason people were still shocked that they flooded.  I looked at a couple of them 8 years ago and knew I had to carry flood insurance to get a loan.
