Should the Jacksonville city council offer an amendment on 2014-560 new Docking Rules and PENALTIES on our new 4.8 mile Downtown Waterfront zone.

2014-560 is active legislation on the CRA/DIA before the Jacksonville city council.  DIA Board Meeting today at 4pm 1st floor city hall. Anyone going? Will there be any media there?

I attended the 8/20/14 PERPETUAL meeting of the DIA (Downtown Includes Alcohol)

Chairman Barakat did allow Public comment on this specific piece of legislation. I addressed Restrooms (sensing a bowel movement). The non profit can program the park 365 days with an access agreement. There was discussion about restroom hours. I suggested that the restrooms be 24/7. Why not? I asked and mentioned the restroom at RAM is that restroom closed during the week? Isn't the goal to create vibrancy and a node of organic spontaneous infill positive activity?

I arrived at the 3 pm meeting at 2:50 and had the pleasure of riding the elevator up to the 3rd floor with Karen Underwood the Executive secretary to Aundra Wallace the CEO of the DIA who will have been on the job one year Aug. 19. The CRA/DIA committee 3 rd floor meeting room at city hall and walking in with Karen my first thought was what a beautifully set table. The name placards were set up and not just for DIA committee members. There is no doubt that a lot of preparation and work goes into setting up a meeting and she was ready to go.

At 3 everyone is arriving and then it becomes apparent real quick that we don't have a quorum. DIA committee member Craig Gibbs called in sick and so why have a meeting when you can't take action that would then advance this document to the full DIA and then on to the full Jacksonville city council. I'm sitting in my chair in the audience and then joined by CRA/DIA chair Melody Bishop and I notice that Karen Underwood is sitting at the head of the table that she just set and my thought as we start to leave after standing around to see if this meeting can happen is the amount of work that you are now immediately breaking down.

Hoy es Sabado! Who wants to Make a scene Downtown on what soon could be some of the most restricted Waterways in the state of Florida? Think of the St. Johns River as the Rio Grande as we cross in some of the most restricted zones that are being legislatively created.

Downtown from our Waterway should be on fire. Not just picking the winners and losers and then just kicking everyone else to the curb.

Any MJ'er or anyone for that matter if you want to personally see these Backroom spots just let me know. Tides look good. I will be making a scene and more than happy to show you. I plan on fishing and we will take it to the brand new No Fishing signs that was never before Waterways.

Conditions tomorrow may be a bit sporty and challenging. So dress accordingly. Stilettos a plus.

This should have been a noticed meeting. And I feel sorry for councilman Love and how this issue has been dumped on his lap. He was there to speak to 2014- 305 new docking RULES and PENALTIES. Councilman Love was responding to a constituent in his District and the issue was in Dist. 4 councilman Redman. Scott and Don feel free to jump in here at any time. The DIA had a whole month to get ready for this. Nobody from the city was there to assist in any potential questions. How about Daryl Joseph, Dave Roman, Capt. Jim Suber, Waterways Coordinator, Lisa Rinaman, SJRK, Tera Meeks. The point is you don't want anyone there. Total Backroom deals.

This WAS NOT ON THE AGENDA. The Public Trust just crushed especially as it relates to the Waterways Downtown.

There is an active DIA resolution on 2014-305 and a vote wasn't taken at the DIA Board meeting. At the 9/18/14 DIA Governance Committee meeting this was reaffirmed by Chair Craig Gibbs.

Hey kids. In New Business it was suggested to raise Downtown Parking meters to $1.00 an hour. Another member said $2.00 an hour. Tabled for at least another month.
