Should the Jacksonville city council offer an amendment on 2014-560 new Docking Rules and PENALTIES on our new 4.8 mile Downtown Waterfront zone.

Well my friend, as long as they have 'such out of the box dynamic planning,' such as another potato chip truck 'trolley' they will remain irrelevant. I can see it now, crowds of tourists filling a PCT because, well, they've never seen a rubber tired bus before.

By the way, when I return, mostly recovered from a host of surgeries, you and I have another canoe-kayak adventure to go on.

^ crowds seem to be filing into the PCT pretty well in Riverside-Avondale the first weekend of every month

The noticed 7/11 CRA/DIA committee meeting at City Hall on what you would think would be the most important document that is being drafted in this cities history as we take it to the next level and right now I'm telling you that the next level doesn't include you especially from the Waterways was cancelled. Visit Jacksonville! I should have taken it immediately to 7/11 for their free slurpee that the company was promoting for their years in a sustainable business.

I arrived at the 3 pm meeting at 2:50 and had the pleasure of riding the elevator up to the 3rd floor with Karen Underwood the Executive secretary to Aundra Wallace the CEO of the DIA who will have been on the job one year Aug. 19. The CRA/DIA committee 3 rd floor meeting room at city hall and walking in with Karen my first thought was what a beautifully set table. The name placards were set up and not just for DIA committee members. There is no doubt that a lot of preparation and work goes into setting up a meeting and she was ready to go.

At 3 everyone is arriving and then it becomes apparent real quick that we don't have a quorum. DIA committee member Craig Gibbs called in sick and so why have a meeting when you can't take action that would then advance this document to the full DIA and then on to the full Jacksonville city council. I'm sitting in my chair in the audience and then joined by CRA/DIA chair Melody Bishop and I notice that Karen Underwood is sitting at the head of the table that she just set and my thought as we start to leave after standing around to see if this meeting can happen is the amount of work that you are now immediately breaking down.

Hoy es Sabado! Who wants to Make a scene Downtown on what soon could be some of the most restricted Waterways in the state of Florida? Think of the St. Johns River as the Rio Grande as we cross in some of the most restricted zones that are being legislatively created.

Downtown from our Waterway should be on fire. Not just picking the winners and losers and then just kicking everyone else to the curb.

Any MJ'er or anyone for that matter if you want to personally see these Backroom spots just let me know. Tides look good. I will be making a scene and more than happy to show you. I plan on fishing and we will take it to the brand new No Fishing signs that was never before Waterways.

Conditions tomorrow may be a bit sporty and challenging. So dress accordingly. Stilettos a plus.

NOONE, Will the new resolution make the river less restricted for downtown recreation or more restricted? Most people don't know and we should pop that under the poll without 'taking sides.' Something like:

Ock, Appreciate working through this for everyone.
I'll try and explain what I think the concern is that everyone should have.
The Rules are all changing.
The 4/2/14 Noticed meeting chaired by Jim Love and attended by Don Redman on new docking Rules and Penalties resulted in the active piece of legislation 2014-305 that is in front of the entire Jacksonville city council right now. It will be in two committees next week Finance and now the combined committee of RCD and PHS and then before the Jacksonville Waterways Commission on 7/23/14 and Jim Love is now the Chair of Waterways along with Crecimbeni and Redman.

There is a difference between a resolution, an ordinance and an amendment. Now I can see where I'm confusing myself.

Let's see if I can explain it this way and what would be the best poll question.

We all know that the RAM dock is only open when RAM is open.
We have all given up asking you know who about you know what.
The shortened Southbank Riverwalk 2014-190. The new yet to be built floating dock with a 10 year no compete clause for one vendor.
So many other examples.

So with this active legislation 2014-305 can the city council right now attach an amendment that would allow for commercial access to any existing dock or new dock in this new 4.8 mile CRA/DIA zone?

Let's use the RAM dock as an example right now. Ock when we do our adventure and we pull up to the RAM dock on any other day than Sat. Our canoe and kayak can be seized and impounded like a car and we would have a $100 ticket and this is just the beginning of our problems. I welcome anyone to correct me if that scenario is wrong. And ask the exact same question when the new floating dock on the Southbank is being constructed. The penalty is uniform throughout this new 4.8 mile CRA/DIA boundary.

That is why right now this CRA for our DIA and the city council action on this is so important. I believe that councilman Love will do some great committee work and as he indicated to Capt. Suber the COJ Waterways Coordinator at the 4/2/14 noticed meeting that he wants to see our River Downtown busting with activity.

I hope some of this helps. Right now I'm out of here taking it Downtown. Plan on doing a Vivian Harrell Bluebag cleanup.
