Lack of due diligence of the board or the audit committee stands out to me.

Allowing one to follow an undocumented "long standing practice" is a clear HR failure.

Someone left the tax payer vault door open, he simply walked in.

"We find that the contract between Florida State College at Jacksonville and former President Wallace was vague when it came to delineating exactly what type(s) of leave to which Wallace was entitled, and what type of leave would be carried over from year to year, thus accruing," the April 24 grand jury report says. "This lack of clarity, together with lack of oversight, was a significant factor in creating the unfortunate situation we were called upon to investigate."

This is normally such boilerplate minutia in just about every employment contract. The very nature of any ambiguity in his contract seems suspicious.

FSCJ Settles lawsuit  with Steve Wallace for $117k


QuoteThe FSCJ board of trustees Tuesday voted to pay Steve Wallace, the former Florida State College at Jacksonville president who resigned in 2012 amid questions about his spending and management, $117,500 to settle his lawsuit against the school.
Wallace filed a breach of contract lawsuit in September, alleging the college reneged on a deal to pay him as a consultant.
