Peyton did little downtown because well, there was more to be done in the suburbs, he did complete with work of the BJP, not pretty all the time, but did so. Could he have done more? Sure, but so could the current administration. The only one with vision in the last few years seems to be Delaney.

Carter's words are meant to indict the city's leadership, or actually the lack thereof. Most likely both the current and prior administrations.

Ron is right that a strong forceful leader is needed.  Too bad the last one, Delaney, was forced from office by some stupid term limit nonsense.
