Changes being proposed to the Certificate of Appropriatemness (COA) Process

I too would like to know what the Design Review Committee (DRC) is actually trying to accomplish.  I have some major concerns about SPAR and RAP being the only ones involved in changing something that boils down to ordinance.  There definitely should be a noticed meeting that would allow the public to comment.
