Should Hemming Plaza be managed by an outside organization?

Councilwoman Denise LeeCouncilwoman, wants to find/create a non-profit to manage Hemming Plaza. She made a request for DIA to support this idea.  The DIA has formed a sub-committee headed by Jim Bailey. Predictable? Apparently, Jim Bailey, has been angling for this to happen since Don Redman and Denise Lee became Hemming Plaza bedfellows.

Are there laws that prevent city governments from working around their constitutional and/or statutory obligations by outsourcing their responsibilities?

There are many good examples of parks being managed by an entity....i have no problem with this udea, if a decent non-profit can be found to do it
