CEO Search Committee meeting is over.  The remaining board members are now filing in for the DIA Board meeting.

Doug Skiles just walked in as well.

What if Phoenix used a general search criteria checklist from some other city that was done 5 years ago? What if that city had used a checklist from some other city?

I know that the Phoenix example is probably needed as a general starting point, but they need to specifically tailor it to the needs and wants of Jacksonville, not to mention local, state, and regional trends.

Haha. Long day. I meant to say, doesn't he want the CEO position? If so, its to his benefit that there not be a national search.

Sounded like he was just making the suggestion that it may be easier/quicker going with the City's current contract search firm... that's just me reading into it.  Didnt sound like anybody really wanted to explore that option, opting instead to go forward with getting a search firm that is familiar with these types of searches so the best candidate can be identified.... especially in light of market conditions where several other cities (some high profile) are also looking to hire the same position.  Sounded like Crawford wanted the comittee be aware of the legal process of bidding out such services.. again was my assumption.

Crawford is submitting by laws for consideration.

Bishop wants to know if a Treasurer position is needed.  Harper believes that would overlap with the CEO's role.  Shea mentions that it may be an oversight position and may be needed down the road once the actual budget is identified.

Jason Gabriel (Office of General Counsel) says the only requirement is that there be a Chair, Vice Chair and Secretary position.

By laws are universally approved by the Board.

The DIA is receiving an overview on the concept of a Community Redevelopment Area or Agency (CRA).  The DIA is a CRA:

Jacksonville has four: JIA CRA, Moncrief/Soutel CRA, Northbank CRA, and Southbank CRA.  The DIA will be required to create a CRA plan for the downtown area.  The plan will have to include where land acquisition, affordable housing, preservation, etc. should occur.  The CRA plan will have to fit with the city's Comprehensive Plan.

Gabriel mentions there are two CRAs in place for the Northbank and Southbank since 1981 and 1983.  The DIA however is required to come up with a brand new plan for eventual Council approval.

Fieldafm had to leave.  Eric Lindstrom is now providing the DIA with an overview of the Accountability and Transparency in CRA Reporting meeting held at the Florida Redevelopment Association annual conference in Daytona Beach last week.
