Pads covering storm drains on Stockton/Dellwood

Hello I'm new here but have lurked for a while. Love the website, but I have a question/problem and don't know where to turn but here.

I think that as part of the work on Stockton, someone has been putting these "pads" to block the drains at the intersection of Dellwood and Stockton (specifically the drains on Dellwood, west of Stockton). My problem is every time we get a heavy rain the street floods. The first time I noticed it was in June when the water had covered the entire street and was up to the sidewalks...of course when this happens, no one seems responsible to doing anything about it...I guess we are supposed to let the pool of water evaporate? I say screw that and have removed the pads that first time and have continued to do so anytime it floods (I am usually good about removing the pads before it rains, to prevent the flooding).

I submitted some online request to the city that was marked as resolved...yet the pads still keep re-appearing. I'm tired of playing this game of chicken, so who can I contact to get whoever is putting the pads there to stop doing so? Or will I just have to keep taking care of this problem myself?

The pads are filters that are intended to keep construction debris, muddy water and sandy runoff out of the storm drains which causes them to clog and pollutes the rivers with sediment.  You will see bails of hay used sometimes for the same purpose.  There are hefty fines levied against companies who do not do this.

When construction is finished (hopefully soon, please) they will be taken away and the street will drain as usual.

Dog Walker is right, so if you take them up, please put them back as they are preventing bad stuff from going into the drains and into the river.

The hold up on Stockton is that the contractor hasn't gotten approval from the City's landscape architect on the trees they want to buy.  The trees they proposed are poor quality and undersized.   Personally, I want to make sure we get quality greenscape so I applaud the LA for hanging tough.  They want to plant the trees before resurfacing the road.

Thanks for the info. I certainly don't want crap flowing into the river, but they need a better solution as the pads they are using don't let the water properly drain.

Hopefully they will come to an agreement regarding the trees soon so construction can be completed.

They do OK in a regular shower, but have trouble with the toadstranglers we had last week.  We need the rain, but not in such a concentrated way!
