Cloudy Water At Confederate Dog Park

The water was out for two weeks at the Confederate Dog Park, and now it is back on but cloudy. Does anyone have any insight about why that might be, and who one might call to look into fixing it?

i thought the water had been out for much longer.............if so, perhaps the pipes just need to be used for a while....
