Can We Make Orange Park More Walkable and Bikable?

The North Florida TPO, Town of Orange Park and other partners are conducting a bicycle and pedestrian study for the greater Orange Park region to evaluate the existing bicycle and pedestrian system and to recommend tangible solutions for improving access and safety for bicycle and pedestrian users. 

An open house public meeting is scheduled from 6 – 7:30 p.m., Thursday, August 18, Orange Park Town Hall, 2042 Park Avenue, to review plans and provide input.

I'll admit I didn't read the whole Draft Study but is the goal here just to create exercise space for bikers and walkers?

In that case they can build all the bike paths/pedestrian paths they want but if it is more than a 1/2 mile walk to the destination who is going to walk it? When I lived in suburban Jax it was 0.6 miles from my house to the subdivision entrance (mostly thanks to the dendritic street pattern) so it was 1.2 miles round trip just to get out of my subdivision.  People aren't walking because there aren't sidewalks, they don't walk because the grocery store is 7 miles round trip and they work 15 miles away.
