Residences for Elderly

I've wanted to build a small assisted living facility for as long as I can remember.  There are WONDERFUL facilities for those that can afford them and their are homes for the poor (but limited supply).  What about the in between and those waiting on lists?  I don't want anything fancy, just the ability to offer elderly a safe place to reside where they can interact with others.  So why don't i do it you ask??? Well, I am retired Navy and that means I have no capital in my pocket.  Any suggestions, my credit is excellent and I have a full time very reliable job.  Suggestions?

Ive thought about investing in a retirement farm..for those of us who love the dirt. Urban  retirement farm of sorts

You might look into grants available for new models of elderly housing, like the Greenhouse project

Be wary of zoning issues and where you wish to locate.  You will be surprised at the reactions in some areas even for things like a retirement assisted living facility.  If you keep it to 6 and under, you can locate in most zoning codes by right.  Federal laws dictate that it is considered the same as single family, though there are licensing requirements and such to deal with.  Past the 6 total people threshold and things change drastically.  Do some research on some in I think Portland that were very cutting edge and did things really right.  The link above looks very good as well.
