umm...how do you get that this is a high-rise?

There are already many "luxury" apartments in that area.

1. Are they truly luxury or just another bland apartment they will charge extra because they call it luxury. 

2. How many floors?  Most apartments in that area are between one and four floors, hardly a highrise.

3. Will this be just another boring development with a pool or workout room? Or will there be something spectacular about this development?

Is there a definition for highrise? I call it that because it will probably be several stories out of the ground. But is this area of Jacksonville bike friendly at all? I was under the impression is was very subruban with no bike facilities or lanes.

I would think of a high rise as having at minimum 10-12 floors at and above grade.  Also, isn't the definition of suburban bike/pedestrian friendly? Isn't that the key difference between suburban and rural? But St Augustine Rd has those dedicated bike lanes painted on the shoulder and much of Flagler Center has large sidewalks. As for Citigroup or another mimicking NYC, pure pie in the sky. It's going to take a company/foundation/private contributor to be willing to put money down without wanting or needing it to be returned. Also even though the area is connected, beyond its borders of 95 and Philips Hwy (with the exception of the connection to Nocatee) it is pretty isolated.

I'm sure this will be 3 or 4 story multi building complex much like what else is in that area. Of course, the majority of people moving to that area want to live in such a place so they will sell and it would be beneficial to the community overall.

A multi-story structure between 35-100 meters tall, or a building of unknown height from 12-39 floors.

I live in this area and am a frequent bike rider as a means of conveyance, and I can tell you first hand this area is NOT bike friendly.  For my own safety I ride on the sidewalk as much as I can.  If it wasn't for the old cattle crossing under JTB I wouldn't even ride my bike at all.
