What's the story of the blind guy who's been walking around the neighborhood?

I've been seeing him a lot lately, walking around and tapping the ground with his cane. The other day, as I was heading to Bold Bean, I saw him appear as if he was about to cross Stockton and College against the green light. I asked him if he needed any help; he turned in my direction, said nothing, then started walking back the other way on Stockton. I've also seen him wearing dark clothes while walking along Park Street at night. (On the sidewalk, at least.)

He seems to know what he's doing, but his solo night walks are a little concerning.

Dog Walker

He was living on Herschel Street until recently and stayed pretty close to home, but I too have seen him all over Riverside now.  Watching him cross Stockton St. is scary, but he seems to know what he is doing.

Nice cheerful gentleman who always responds when you greet him.  I've a neighbor who knows more about him including his name.  I'll ask and post.
When all else fails hug the dog.

His name is Doug and he's awesome.

He tends to get a little confused in intersections, but otherwise seems to know the area pretty well. I've seen him mess up on the timing of the light/traffic both at Stockton/Park and Stockton/College. If he gets turned around, he's always more than willing to accept your help.

I'm thinking he may not be completely blind, but may have some light sensation. That, or he knows the area as well as he seems.
