High hopes back in '99

Came across this old article in the TU. At first it made me sad...to think we're still waiting and hoping to realize the same vision we had 14 years ago. But then again, we've actually come a long way since then and we've got many of the right elements in place that we didn't have back then. The timetable is way off, but we've made a some progress.

The City had a lot more money in its pockets in 2004 and the Pension Crisis was not even on the radar then. My, how times have changed.
