There is some ordinance that doesn't allow signs on the CROW, sidewalk, drive, etc.  Originally I think it was geared more towards the "we'll buy anything, call 555-1212" type signs, however it applies to real estate open house signs and business signs, for legit businesses. 

Code Enforcement eats, sleeps, and drinks their ordinances 24/7.  This is primarily due to the Chief of Code Enforcement making sure that nothing goes untouched. 

Other threads about their actions show how out of control they are.  Here is yet another example.  Furthermore, there is some axe to grind with Springfield.  It is my opinion that there are groups of people (or A group) in high places in city offices that don't want Springfield to grow and progress positively, so they keep making sure to keep Springfield down.  I do not read about other parts of Jax that are targeted such as Springfield is.

Jacksonville Municipal Code 741.107 - Zero Tolerance for Litter Law

No signs are permitted in the city-right-of-way or attached to public utility poles or traffic control structures. By this Code, signs in the city-right-of-way are defined as abandoned property and litter.  This allows anyone to pick them up and dispose of them.  The fines ramp up pretty drastically for repeat violations.  The fine for attaching a sign to a utility pole over five feet off the ground STARTS at $355!

Also no signs are permitted "off premises" i.e. away from where the business is located.  That prohibition falls under another section of the code that is about signs not litter.

Code Enforcement is actually quite tolerant of A-frame signs placed in front of business while those businesses are open.  The zoning overlay for downtown specifically allows them.

The signs for the Dollar General Store on State Street are in violation of the Code and will cost DG $55 per sign if a code enforcement officer or a sign volunteer sees them and writes the citations.  There are not many of either.

That's a shame, little things like this make a huge difference. I cannot count how many times I've been going somewhere in NYC and was sidetracked by one of these (why yes, as a matter of fact I would love a pumpkin spiced latte LoL). Unfortunate that some rules are pushed to extreme in some areas and while others completely ignored in other areas.

What some are forgetting is that Municipal Code Compliance is a complaint driven system.  Nine times out of ten, they did not arrive all on their own.  They had help.  Part of Springfield's problem is that for years, SPAR Council lead the way in calling MCC on anything and everything they decided they did not like.  At one time, the a-frame signs were not an issue to MCC but then a thrift store put one out on Main Street and, per MCC, SPAR Council made that fatal phone call. Even if the majority of those folks have moved on, it is often tough to put that nasty genie back in it's bottle.

The Resident paper had a small article about realtors recently receiving fines for having their "for sale" signs in clients' yards. Lori Boyer has introduced bill 2013-486 to permit them (temporary real estate signs), but it doesn't appear to address these type of signs in front of businesses. That's my reading of it...wonder if it can be amended further so this is allowed within reason for businesses. I see a plethora of these signs in 5 Points and King & Park and St. Johns Shopping area. All of these storefronts are right on public sidewalks, so I guess anything outside of the store (including the dog water bowls) are considered litter?

Yet I can't go 5 seconds without seeing a billboard shoved in my face on the freeways here, or drive down San Juan & not be blinded by all the blinking led signs next to the road. God forbid someone puts a small sign on the sidewalk written in chalk. I guess they're afraid it'll take someone's eyes away from the dilapidated neglected homes & empty overgrown lots that this type of oversight helped create.

They are allowed in the downtown zoning overlay.  They should be allowed in the other commercial districts as well as long as they are in front of the business and don't block the sidewalk and are out only when the business is open.

Downtown cafes and businesses lobbied hard for an exception because so many of them are inside office buildings and passersby had no way of knowing they were there at all.

Tell your council person that other areas should have the same rules as downtown.

I will say something first of the week. Whats good for Downtown should be the same in any part of  Jacksonville. Gosh how dumb.
