Wow, I like what you said about how everyone supposedly represents Jacksonville so no one really represents Jacksonville. I just read this article last week on how weak cities are in the US Federal system and the growing Strong Mayor movement: http://www.yalelawjournal.org/pdf/115-9/Schragger.pdf (I know it's a long article.)

I'm curious to see what Mayor Alvin Brown's new powers will allow him to accomplish.

If urban centers typically vote Democratic, it seems to me that Democrats in State governments all over the US should be strengthening cities through their State Constitutions to give cities home rule and greater powers of taxation.
