Does Welfare Diminish Poverty?

Yes - Welfare is essential to restoring individual livelihood.
Yes - But is should only be short-term.
Yes - But the system is flawed.
No - Welfare only hurts those it claims to help.
No - Welfare is economic suicide.
Undecided - Show me the pros, cons, and outcomes.
