On November 15, President Joe Biden signed the massive bipartisan infrastructure bill into law. With $19 billion in investment coming to Florida, here's a look at five projects Jacksonville could embrace to reap the benefit – though they'd require the city to get on the ball, fast.

Is there any plans to aid the flooding in San Marco?
Or should I have said remedy?

Have there been any serious attempts to create a petition to return rail to Prime Osbourne? Perhaps if you can demonstrate the communities appetite to see this happen, it would motivate the powers that be to make it a priority.

I imagine the vast majority of the community probably doesn't care unfortunately.

There is a planned pump station on Lasalle street that is slowly being funded by the city.  Costs keep going up and money keeps getting allocated elsewhere, but it's "in the pipeline".

The Department of Transportation announced this week that it has opened applications for $9.7 billion in federal funding for bridge projects across the country. This particular program covers smaller bridges that would cost under $100 million to replace, with a separate program covering larger bridge projects that cost more.

Altogether, this nearly $20 billion in bridge funding represents an opportunity for Jacksonville to compete for badly needed bridge projects like Main Street over the Broward River, Lane Avenue over Wills Branch and Interstate 95 over the Nassau River (the Ray Green Bridge on Lem Turner Road over the Trout River is already in PD&E by FDOT). These projects also present an opportunity to add new travel options like dedicated transit lanes or multi use trails.

Applications are due for planning in February and projects in March. Per the application rules, FDOT, the North Florida TPO, the City of Jacksonville, an interlocal agreement, or JTA could apply. Will they?

I can't imagine them applying for transit lanes. Their application would quickly sink to the bottom. Would first need a transit project and corridor calling for dedicated lanes. I don't know of any where there has been real planning and consistent commitment at this point. Whatever has had some previous level of planning and some financial commitment would fare better in a competitive process. Maybe the bridge on Lem Turner over the Trout?

Could the replacement of the Mathews Express Bridge (viaduct) between Liberty Street and MLK be eligible? It is functionally obsolete (lane widths, no breakdown lanes). I believe that the Emerald Trail includes daylighting Hogan's Creek as it passes under this structure.  Not a 'transit' option, but enhances bicycle/pedestrian options.

GW Jax secured funds for a PD&E earlier this year. This probably isn't the best cycle to submit for this particular corridor. Definitely one for a future round when a result of the study is produced.

I-95 and 8th Street may work. Would help get a trail through that interchange as a part of the 8th Street Complete Streets project. Maybe replacing the 8th Street culvert at Jefferson and Hogans Creek (Emerald Trail) too. That would piggyback local and state funding on that corridor and would be reparative infrastructure in Sugar Hill.
