My sister lives blocks off of Bayshore.  It's very nice...they upkeep it much better than I could imagine this city would with the same space.  Every time I drive down Roosevelt through Avondale/Ortega, blocks from some of the biggest taxpayers in the city and in an area somewhat analogous to South Tampa, I see trash strewn about in the median and along the sidewalks.  It's crazy the difference...

Apples to Oranges

River Road in San Marco is kept up just fine - that's comparable from a property value standpoint. San Marco Boulevard and St. Johns Avenue are also pretty good, and serve through traffic.
