I'm still reading through this. There are some concepts I like on the capital side, but need to understand more

I'll need to dive a bit deeper into the NW Jax projects. On the surface, $100 million doesn't get much done assuming it's spread out over a large area. So the big question is if this is a one time thing or something that will continue annually for the foreseeable future? The other question would be asking what is the net difference between this $100 million and previous annual budgets?

It looks like a significant portion of the money is McCoy's Creek. While an excellent project and badly needed, to your point $100M doesn't go THAT far in the scheme of things. Not insignificant as it's about 8% of the entire budget but what's the end goal? Do it one time to shut people up for a while? That would be disingenuous.

Now, if it's $100M this year, next year, etc. then we can make something happen.
