I noticed on my way home passing the stadium, that there is a 2 story house looking structure being built within the gates at the stadium. Anyone knows what it is? Seeems odd, but would be different if it was a restaurant or a house for the ultimate Jags fan.

Without seeing it myself, I'm guessing you might be looking at pieces/truss from the giant digital billboard that the City and Bold Events are installing to promote events at the stadium complex.
