Rick Mullaney: The Benefits and Future of Consolidation



The third and final installment of the series.  Rick Mullaney, as the former General Counsel for the City of Jacksonville, has an engineer's view of how our Consolidated government works. Join us as he explains the machine that is our unique form of government, its history, things we learned along the way, and how structural changes and political fads have altered the original intentions. The following is an adaptation of a speech by Mr. Mullaney to the Charter Revision Commission in which he outlines the advantages of Consolidation and talks eloquently about the benefits that Consolidated Government has brought the city over the past 50 years.  And finally challenges us all to consider what changes might be needed in the City Charter.

Nearly half a century after the city and county got hitched, who benefited the most and who got the raw deal?  Or did consolidation prove itself to be of equal benefit to the old core city and the rest of Duval County?  I have my thoughts but I am more curious to know what we think of the long-term 'winners' and 'losers' of the Consolidation would be.  I think that I may post this as an open question on my Facebook page...
