For me, the best location is Epping Forest.

I had my wedding reception there a couple of years ago and had no problems.  It was a wonderful venue.  Overall, the space is enormous but can be used in a variety of layouts for crowds, large and small.  As I recall, part of the rental fee covers hiring staff to monitor the front doors for homeless and/or wedding crashers.   They kept the parking garage on Duval street open for the guests.
