One of the issues the Treasure Coast leaders have been using as a wedge is the concept of crossing upgrades to improve safety. Up to now, according to local press, AAF couldnt do enough to secure the crossings.

AAF took their crossing plans to the Federal Railroad Administration, who has subsequently approved them. Now the TC leaders can quit stalling.

FRA approves engineering plans for Florida passenger route

ORLANDO – Plans for the proposed Brightline passenger service between Orlando and Miami received a nod of approval from the Federal Railroad Administration this week – pushing the project forward. The federal regulatory agency says the company's engineering plans "comply with grade crossing mitigation requirements" in Brevard and Indiana River counties, Florida Today reports.

"Today we have achieved another significant step towards the completion of our project. Consistent with our initial commitment to the Treasure Coast, we provided final engineering plans that included safety improvements for FRA's review. The agency has now completed its review of our plans for Palm Beach, Martin, St. Lucie, Indian River, and Brevard counties and affirmed that we are in full compliance with applicable requirement," the company says in a recent news release.

Before proceeding, state and local agencies will review the grade crossing plans, then the FRA will meet with the counties and company officials to assist with the final of all rail crossings.

The company hopes to have passenger trains rolling between Miami and Orlando by late 2017 with stops in Fort Lauderdale and West Palm Beach. Up to 16 daily trains in each direction are planned.

I still can't wait to hear these counties to beg for their stops.

I don't know about Indian River , but Brevard never fought AAF.  At least the county government didn't.  They probably know a little more about tourism than IRC and were smarter than that.  Also, Brevard isn't the treasure coast.
