I overheard a downtown business owner talking about cigarettes butts and how the homeless come downtown to get them for free.  She suggested cigarettes outposts for proper disposal of cigarettes butts outside of the business downtown.  I agree.

Am I understanding this correctly....they're suggesting that the homeless can come to a certain location to get cigarette butts? That's interesting.

ha! NO.  The problem is they are coming to get the butts on the ground.  Butts properly disposed of would eliminate that problem, clean up the place and make downtown a better place for all.

Gotcha....I was hoping that what I first thought wasn't the case....thanks for clearing that up.
