Details on the manufacturing facility — codenamed "Project Sunshine" — were scant: Hillwood's civil engineers laid out plans for the manufacturing campus on land along New World Avenue, it said, but had not received an official request for proposals by the end of the quarter. The campus would be in the range of 800,000 square feet to 1 million square feet. The master developer did expect to receive a request for proposals related to a distribution center of at least 1 million square feet that could fit on the land along 103rd Street. The center would be expandable to 2 million square feet, the report said, and Hillwood has had two on-site meetings with representatives from the prospect company.

"We submitted our concept plan to the prospect's broker and received favorable feedback," the report said about the distribution center project, with a formal request for proposals expected early in the fourth quarter. That project was one of four distribution centers Hillwood said it had conversations about, including one in which the timing didn't work for it to get involved. The two other centers would be in the 500,000-square-foot range.

* a potential gas station/convenience store developer;

* a developer of a possible "neighborhood retail center";

* a company that wants to set up a helicopter maintenance facility;

* a business considering a 150,000- to 200,000-square-foot build-to-suit manufacturing facility;

* and a company talking to Jax Chamber about building a 500,000-square-foot industrial facility.

The conversations come in the wake of GE Oil & Gas officially announcing it would be setting up a manufacturing facility at Cecil. That decision was heralded as a boon to efforts to attract more manufacturing to the area. The announcement of the GE deal did help, Hillwood said in its report, providing "a significant boost" to marketing efforts. "We expect to see additional "ripple-effect" business as word of this transaction spreads through the real estate, site selection, and economic development communities," the report said. "We continue to see steady improvement, a trend we expect will continue through the remainder of 2014 and into 2015."
