Last week, Lee and a friend learned the office investigated them instead.

The State Attorney's Office would not answer questions about the Lee case, spokeswoman Jackelyn Barnard said, because a judge might ask the office for more evidence in the future. She said the office is reviewing its public records practices.

"The State Attorney's Office (SAO) unknowingly made an error in dealing with Mr. Lee," Barnard said. "We thank Judge [Karen] Cole for alerting the SAO to areas that need to be reviewed."

For nearly four years, the office gave Lee the runaround. At times, the office took more than a year to respond to some of Lee's requests and never responded to others.
