The beginning of your reply suggests economic stagnation.  Stagnant cities slowly decline.  The second half of your reply simply does not make sense.  If a business does not provide a desired product or service at a reasonable price it will not be around very long.  The bottom line even for small business is to make money.

Im not anti- growth, just sometimes like to see things the other way, I am actually pro growth.
