That is my understanding as well. I use to live in a National Register Historic District.  The designation does NOT protect against demolition.  It does require certain reviews be completed before FEDERAL projects can be done within said district.  That is about the only 'protection' it provides.  I was neighborhood president and that provision was used to prevent a cell phone tower from being placed in close proximity to the neighborhood (the tower needed FCC approval). 

The tax credits are the primary benefit of a National Register designation.  It is the LOCAL Historic designations that prevents or impede demolition.

The most recognizable historical slab should include at least one page of the Old Fuller Warren Bridge.  It had a city ordinance 2005-207 . Was in the JCCI Study, River Dance- Putting the River in River City. Also part of another study for Downtown Vision by Chan Krieger and Associates.
