It should have been, but BJP ran out of money.  This was originally a BJP project.

Acme, since this project is going Design-Build, the blue shapes for ponds are likely allowable pond areas, not necessarily actual pond sizes.  Although a good amount of fill will be needed, the amount of area required for stormwater treatment facilities (ponds) will likely determine how much of those blue shapes are actually excavated.  I can tell that the winning DB team will likely minimize the amount of pond area excavated because they'll excavate what they need for fill and for permitting.

For those of you who say that this project is a "waste", please explain why you think so.  Try to be helpful.

TD*, this project addresses the large traffic movements currently seen and expected, which is the SB I-95 to EB JTB, and WB JTB to NB I-95.

Captain, cloverleafs are no longer preferable, due to the weaving movements between traffic getting off and on the interstate.  A cloverleaf in the SW corner wouldn't address the SB I-95 to EB JTB, which I believe is the heaviest movement of the interchange.

Folks, this is a VERY important and much needed project for Jacksonville.  It's also a great candidate for Design-Build given the various complexities and risks associated with the project.

Not to look the proverbial 'gift horse' in the face, but a quick look at the hotel cluster and the juxtaposed offices to the east strongly suggest a second 'multi-use path' or at LEAST a 4' foot wide sidewalk and over/under crossing at I-95.

Are our hiking, walking, jogging, bicycling and pogo-stick using communities passive? Where's the heat, here, numerous other islands and at the Fuller Warren...
