La historia del primer centro comercial cerrado de Jacksonville comienza con el arquitecto de origen austriaco Victor David Gruen. Un defensor de los peatones prioridad sobre los coches, Gruen es hoy más conocido por su diseño pionero de los centros comerciales en los Estados Unidos. Gruen, quien describió los suburbios como "sin alma" y "en busca de un corazón", vio a su concepto de centro comercial como un método para crear mejores versiones de la ciudad estadounidense en las zonas periféricas.

This center along with the surrounding area along Phillips Highway would be a good location to relocate all the homeless centers to. Most properties in that area are vacant or in run down shape therefore making them more reasonable to purchase for redevelopment. This allows us to cleanup downtown and develop the area and make it be a benefit to downtown.Plus Union and State are major astutest corridors and we need a link from the Sports Complex from I-95 w/o traffic lights.You can still have local roads and elevate the express lanes so that these streets don't cutoff access to FSCJ and Springfield.We should be ashamed of this gateway to downtown that our visitors are greeted by. This leaves a lasting impression to our visitors  when they come through this area. We have more visitors passing through there than anywhere in town except on the interstate.Think about retail,common areas and eating establishments not only for downtown but for visitors as well in town for games and concerts. They should also come up with a concert venue for the old Armory as it was in its heyday.Cleaning up down here can lead up to developing Hogans Creek into a navigable waterway with restaurants, watersports.shops,apartments and parks. Starting at Union and I-95 and moving eastward will be a foundation to extend development all the way past Regency with a new freeway and all the way to I-295 at Atlantic. This could be multi-billion dollar strip of development and spread out from there. This could be the start and could begin something big. There are several ideas from the surrounding areas have been offered they could be brought together as one of the major urban redevelopment's in the entire country.
