true, but he hasn't been able to get the streetcar through the city council there either.

The mayor seems to have mixed reviews in Charlotte. He is, however, a strong proponent of transit.

there is a controversy right now about the airport which is leading to the disapproval.  He was easily reelected a few years back.

The airport issue is very hot, but is largely a power struggle between the Democratic majority city and the GOP controlled state government.   Foxx's opponents (tea party mostly)are more  incensed by the streetcar expansion than Foxx's position on the airport, from what I read.

No doubt Foxx's legacy in Charlotte will be largely dependent on the success or failure of the streetcar.  Just goes to show how far a LEADER will go to fulfil his vision.  I hope he proves the naysayers wrong.
