Getting late.  Discussions on IBM Smarter Cities, DT master plan, DT action plan, and CRA plans deferred.  On to new business.  Chairman Harris wants Tony Allegretti to report on branding downtown as a destination.  Allegretti accepts.  On to public comments.

Councilwoman Boyer: Says, despite the DIA's CRA plan not being completed at the moment, the DIA is not restricted from being involved with projects currently proposed or underway.

Harris is really yucking up this 'downtown just needs more marketing' notion.

Not real comfortable with that.  Downtown needs to be a better place to do business and live.  I don't think downtown's solution is just is needing a better marketing campaign.

Ebbie Welch: Passes out map related to JSO to support her comments. Tonight I CARE has a meeting.  Ebbie is a downtown resident.  She's chair of SHADCO's zone 1. Concerned about economics of providing safety of various homeless groups.  States that Hemming Plaza isn't a homeless issue.  Residents are using the park.  Chairman Harris interrupts her.  Her three minutes are up.

She's still going.  Chairman Harris has interrupted her a second time.  Third interruption.

Noone to close things out.

Noone mentions Superstorm Sandy.  Crowd is thinning out.  Didn't expect the meeting to last till 6pm.  Back to Noone, he suggests we develop our own disaster plans that includes the river.  Now Noone closes it out with the DIA getting involved with FIND.  Says the DIA is his new family. Chairman Harris says 3 minutes are up.  Meeting adjourned.

Bill 2012-657 is an appeal to demolish the Bostwick Building.  It's on hold until JHPC's meeting tomorrow.  At that meeting, JHPC will decide if the Bostwick will be landmarked or not.

Don Shea recommends the DIA take a stand and not wait.  Shea's recommendation is a DIA resolution that the city not issue a permit to demolish the Bostwick and that COJ uses all available legal methods to acquire the property.  Oliver Barakat seconds it.  Board votes to approve it.

JHPC was last Wednesday.  The commissioners decided that the (Bostwick) application was complete and that the commisioners would put it on the November agenda and open the topic up for public discussion.

Is this a special JHPC meeting for Bostwick that they are talking about?

When is the next meeting.  How does one go about getting something on the agenda...say... getting support to use a city-owned building for a Southern Music Hall of Fame?

Here is a follow up to your JHPC question:

QuoteThe City’s Historic Preservation Commission in late September denied that permit, which led to an appeal that will be heard by the Council Land Use and Zoning Committee. The appeal is not yet scheduled.

The commission is scheduled to meet today to determine the building’s historic designation and the appeal will be scheduled after that, said Council member Lori Boyer, who chairs the committee.

I am here.  Bill Hoff also just entered the room.  MUCH smaller crowd than the first meeting.  This meeting should really only cover the CEO search criteria.

For a meeting that was only supposed to cover the CEO search criteria it turned into a marathon that landed me my first $15 parking ticket in a long time. It appears that it will be an anything goes Authority that will just embrace picking the winners and losers and we'll figure out how to pay for all this stuff later on. In the meantime get ready to stick your hand out and get in line.

Intuition Ale  I'd love to see you build your dream location next to the Bay St Entertainment Zone along our St. Johns River our American Heritage River a Federal Initiative. Just show up and ask. That's all you have to do. Just show up. If one of the first recommendations can be a resolution for an eminent domain action by this DIA against a private land owner then a Public request by a business should be met with the same euphoric acceptance especially when it is the former Shipyards/ Landmar location. Total destruction of the Public Trust.

I arrived for the 2 o'clock meeting. There will now be another meeting Monday, Nov. 5 at 2pm. In the St. James bldg. first floor. The sole purpose is to fast track this for city council vote and approval.  Kinda like the FSCJ Golden Parachute Ride by a Board.  The JTA super thank you bailout package by a Board. The stuffing for Thanksgiving hopefully will be delivered by our city council for this Board.

I filled out the sign in sheet and in the future you can only hope and cross your fingers that there will be minutes of the previous meeting made available for the Public.

The highlight of the meeting and there were a couple. But to just touch on one and I'll have more later but I'm always amazed how an interim director and it never matters what dept. it is just passes the ball along. But I think of it as a fumble and the teammate picks it up and runs for a touchdown and then wins the game for the city. Thus was the case when Mr. Lindstrom was asked to go and then prepare a presentation for everybody. And that was the report on the CRA workshop. The man delivers when asked.

I have witnessed this before in the past and have been directly involved and again I have to give super props to Mr. Lindstrom in a very informative power point presentation that needs to be seen by the entire city council as well.

Hats off again to Love and Boyer for attending the meeting. Councilwoman Boyer we need to go kayaking and not just in Dist. 5.

As for Public Comments. I'm bringing my own timer next time.

The Bostwick problem is two-fold for HPC.  First is the denial of the demolition permit.  The second is the forcing of landmark status which makes demolition in the future very difficult.  HPC has determined that the application is complete to landmark, the November meeting will be a discussion about the landmark designation.

Bostwick sure as hell would make an amazing location for a Southern Rock and Blues Hall of Fame.
