Urban Core CPAC Resolution?

Should the Urban Core CPAC seek a resolution of support for the Historic Promised 680' Downtown Public Pier that was part of Shipyards/Landmar that can be taken to Mayor Alvin Brown, the Jacksonville City council, the Commissioners of FIND, The Jacksonville Waterways Commission?

I'd say yes.

Spent Sat. celebrating with Putnam county their ribbon cutting ceremony for the new kayak hand launch facility DOWNTOWN!!!  Then participated in a kayak paddle activity on our St. Johns River our American Heritage River a Federal Initiative.

At last nights Urban CPAC meeting the guest speaker was new St. Johns Riverkeeper Lisa Rinaman. During Q&A I had the opportunity to ask her if she would write a letter of support to keep the Historic Promised 680' Downtown Public Pier separate from the other part of the former Shipyards/Landmar property and without hesitation it was a YES!

Saw Stephen Dare at the meeting and he and others had questions about Hogans and McCoys creek that Lisa addressed as well.

During Public comment it was a pinch me moment. This was my second time appearing and speaking with the Urban Core CPAC. At the first meeting that I attended  I reiterated to the group that I would feel negligent if I had never reached out to this CPAC and asked for their support on a Downtown River issue that would impact all of us as it relates to Public Access and economic opportunity to our St. Johns River our American Heritage River a Federal Initiative.

The reason that you need to pinch me is that former OGC attorney Greg Radlinski is on the board  of the Urban Core CPAC and was HUGE in drafting legislation 5 years ago. The heros at that time and in my book will be always recognized were former Jacksonville Waterways Commission member John Lowe, Chair of the Jacksonville Waterways Commission at the time and city council member Lynette Self, my Jacksonville city council representative Suzanne Jenkins, Waterways member and former Mayoral candidate Jim Bailey, Jacksonville Waterways coordinator Capt. Jim Suber. Because of the guts, leadership and the recognition by these city leaders 2007-451 was the result of an identified concern.

So right now there will be a parks subcommittee meeting that will meet with the chair Chris Parrish and Greg Radlinski and whoever else may be on that committee to address this immediate concern. My hats off to chairwoman Parrish for moving this request through the legislative process of the CPAC. Will keep everyone posted. I'm excited as heck. And our community should be too.

Today is a joint committee meeting of Rules and Finance on 2012-212, and 2012-213. The Urban Core CPAC is crushing Public access and economic opportunity to our Waterways Downtown.

Who wants to fish and kayak under our brand new no fishing signs that wasn't before Waterways.

which Lisa are you referring to? as you stated above, Lisa Rinaman is now the Riverkeeper, which is an independent organization.

You wouldn't know that from her statement  at an Urban Core CPAC meeting which so many MJ'ers heard and subsequent actions at a Jacksonville Waterways Commission meeting.

Lisa spoke at the Urban Core CPAC meeting as a guest.  She never stated she was part of CPAC.  We have guests speak at each meeting, she was the guest at that meeting.

Noone, a CPAC is a "Citizens Planning Advisory Committee."  That group can make recommendations to the Mayor and other city officials.  It is primarily a resource for neighborhood groups and allows various city departments to communicate and provide information to those groups.    All of its members are unpaid volunteers.  As you know, I am one of those volunteers.

As AVS said, Lisa Rinaman was invited to speak to the CPAC after she was named Riverkeeper.  Her presentation was enlightening and entertaining and she has followed up since that meeting with additional information in response to member questions. The St. Johns Riverkeeper is an independent organization.

The Urban Core CPAC has worked with the Parks department and is working with the Riverkeeper to improve public access to Duval County waterways.  However, access to waterways is one of literally hundreds of issues that the CPAC must consider.  It is one that is near and dear to my heart and one that I will continue to advocate for.

I'm a member of the St. Johns Riverkeeper.

I'll always remember the first time I met Neil Armingeon. I saw a picture of him in the paper. I was attending some Waterway meeting and how can you not recognize Neil. I said are you the new Riverkeeper replacing Mike Hollingsworth and it was him. But soon after that we had exchanged information and I'll find the letter but he wrote a letter of support to the city council about saving and using the Old Fuller Warren Bridge for Public Access and economic opportunity.

So here we are today and Lisa Rinaman was a GUEST speaker at an Urban Core CPAC meeting. She has been making the rounds and I've heard her speak at other functions and have not bombarded her with the same question. It was asked and answered at this particular CPAC meeting. And call it just dumb luck that everyone that was there was able to hear her single word answer for support to the Shipyards/Landmar Pier "YES"

I was sitting next to Rosalyn Phillips who was with the city. Pam Roman a couple of chairs away. After the meeting I speak to Lisa and she tells me to email her and I have. I saw her at a recent Jacksonville Waterways meeting and again she said that she would write a letter of support. Thank you.

Councilman Gaffney called me on the phone and says he wants the pier separate. He wants a noticed meeting with Redman. Because technically the pier is in his District. Some astute MJ'ers have pointed that out on another thread.

So get this. At these committee meetings it is becoming apparent to some council members that this Independent Authority may be asking for too much Authority. Cindy Laquidara is on more than one occasion is telling council members that once you pass this you lose all say so. Its sinking in.

What is unique is our River, Creeks and tributaries and how Duval county residents will access it both Publicly and economically moving forward.

So back to the Urban Core CPAC.  2012-212 the city re-org is still taking amendments. Again I was reaching out to the Urban Core CPAC for a resolution. You can still do something at the May 7Th meeting. I haven't heard back from you Chris or anyone for that matter. And I can appreciate that there are other issues pending. The only reason I was at the Urban Core CPAC was the Waterway component with Hogans Creek and the pier. Does Greg Radlinski remember 2007-451? He was instrumental in that.

I just wanted to share a concern that I feel is real. If people think we are getting more Public Access and economic freedom to our Waterways Downtown we will be getting less.

Yesterday in the spirit of the new release of Reclaim Jacksonville. Myself and a twenty year veteran of the military were attempting to celebrate Public Access and Economic Opportunity by Making a Scene Downtown on our St. Johns River our American Heritage River a Federal Initiative and within an hour we were shut down by the city. The Public Trust just totally crushed in this community.

Last night after Public comment at the end of the May 7, 2012 Urban Core CPAC meeting the board with enough for a quorum took action and will sponsor a letter that will basically say that the Urban Core CPAC strongly supports Public Access to the St. Johns River.

Nothing specifically identified but a pretty open letter of support. Chris even said "John, this may not be exactly what you want."  but it is support. 

So I must say "Thank you."

Mia Jones was there. Along with Pam Roman who told everyone that other kayak locations are being looked at. Michelle Tappouni spoke to summarize my concerns and I appreciated that. Greg Radlinski wasn't there because I would have loved for him to share with everyone 2007-451 which he was instrumental in drafting when he was with OGC on Waterways.

A CPAC can make a recommendation and for this group to say that they support Public Access to our St. Johns River I again say "Thank You."

I saw Lisa Rinaman at yesterdays Jacksonville Waterways Commission meeting and she reiterated that she was still going to write that letter of support that can be taken to the Jacksonville city council on 2012-212 that could keep the Shipyards/Landmar pier separate and outside the control of this yet to be voted on DIA.

Hurry. This opportunity may be lost forever.

I expressed concern to the commission about the safety zones required for kayaking safely on the Northbank. I asked the Jacksonville Waterways Commission members does anyone know what the penalty is for using the empty dock at Berkman Plaza-Plaza at Berkman? This is a Huge issue given the new signage and cameras. Trespassing signs are going up everywhere. Check out Hogans Creek.

I also shared with the Jacksonville Waterways Commission that on Monday that the Urban Core CPAC will be sponsoring a broad letter of support for more Public Access to the St. Johns River. Thank you.
