It's no coincidence that Bush, Cheney, nor Rumsfeld have ventured outside the country since they left office. They know they would be arrested for violating the Geneva Conventions.

Funny how when we "torture" suspected terrorist the world goes into a frenzy but when terrorist cut the heads off american citizens the world sits back and says nothing.

Two wrongs certainly don't make a right, but the beheading that you're likely referencing was a direct result of the Abu Ghraib torture scandal, and it was widely condemned at the time.
