A provisional ballot is used to record a vote when there are questions in regards to a given voter's eligibility. A provisional ballot would be cast when:
The voter refuses to show a photo ID (in regions that require one)
The voter's name does not appear on the electoral roll for the given precinct.
The voter's registration contains inaccurate or out-dated information such as the wrong address or a misspelled name.
The voter's ballot has already been recorded

And unscanned votes are obvious.

I wonder if there's a problem with the tech rovers getting thru to the SOE modem. It normally doesn't take this long... UNLESS - you all know there are 'drop zones' for precincts to deliver their machines to. The tech collects each machine and calls them in one at a time to SOE to upload the results.
Maybe some of these precincts have yet to get to their drop zone?
Or maybe they're having a problem dialing in?

That's odd that Jerry is saying that. People who vote a provisional ballot have, I believe, until noon on Thursday to prove their eligibility. This typically involves bringing in proof of address, etc.

If you voted on a provisional ballot do whatever you need to do to have your vote counted in this race!
