Holland is saying 2000 absentee and provisional ballots that wont be counted until tomorrow. So if the spread is close, we won't know a winner tonight.

I understand that the visual blue/red map says it only represents tonight's votes, not early and absentee. The summary view lacks provisional ballots, which Josh already explained.

Even tonight's results are sent in, we STILL GOT the PROVISIONAL and UNSCANNED VOTES TO COUNT FOR!

Explain this.......

A provisional ballot is used to record a vote when there are questions in regards to a given voter's eligibility. A provisional ballot would be cast when:
The voter refuses to show a photo ID (in regions that require one)
The voter's name does not appear on the electoral roll for the given precinct.
The voter's registration contains inaccurate or out-dated information such as the wrong address or a misspelled name.
The voter's ballot has already been recorded

And unscanned votes are obvious.

I figure, based on average precinct turnout of 754 voters, Brown needs close to a 60/40 split of the remaining votes.
