Ford has already rolled out more fuel efficient vehicles for law enforcement.

Current hybrids are good for the Community Service vehicles, but other than trucks, there are no hybrid based cars that pass the police vehicle test.

great...but this requires the City/JSO to buy all new cars...doubt there's $ for that

Commonwealth does not want 5 different cars to have to fix. So look for the city to stay with Chevy, it makes fixes and maintenance much easier. Sometimes the gas cost is not the only factor to deal with, gotta think of the whole expense and life of the vehicle.
