If Consolidation Were Eliminated, How Would You Redraw City Limit Boundaries?

What Would Jacksonville's population be, with redrawn city limit boundaries, if consolidation were eliminated?

This may not be the right thread for this topic, but here goes. Let's pretend that voters, (or someone), eliminated Jacksonville's consolidated form of government. As the Leader of the Government, or even a member of City Government, how would you redraw, or propose to rederaw the City Limit boundaries, what areas would you consume, and what do you think Jacksonville's new population would be?

Let me begin first and I am no expert by no means; but from looking at a recent map of Jacksonville and Duval County, the City has grown way past the old city limit boundaries. I don't think there would be a need to extend the city limit boundary northward, but westward, eastward and definitely southward. More areas east, west and south would definitely be consumed. As a result, the new city boundaries would definitely yield a much more less population than we now have consuming all of Duval County (less some cities). I would go on a limb as to say that populaton wise we would definitely be larger than St. Petersburg (now #4), but slightly smaller than Tampa; maybe around 345,000? We could surpass Tampa but if we did, it would be by a very slim margin; what do you think? Give your thoughts. Also give your thoughts on how the downsizing so to speak may affect City Government, City Services, politics, etc.

North of the St. Johns River, I would begin where Dunn Avenue meets Main Street.  I would then follow Dunn Avenue westward to Interstate 295 and would go south include all of the land that is within the I-295 beltway south and east to the St. Johns River at the foot of the Buckman Bridge. 

On the Southside, I would set the city limits at University Boulevard West from San Jose Boulevard and would follow University Boulevard until I reach Beach Boulevard.  I would go east on Beach Boulevard until I reach Southside Boulevard.  I would go north on Southside Boulevard as it merges with 9A and crosses the St. Johns River at the Dames Point Bridge.  The southern part of the city would stop there.
