Noone gets recognition for his Hogans and McCoys Creek efforts

He is also showing people through kayak tours of Hogans Creek, which runs between Maxwell House and the Arena, and McCoy’s Creek, which runs beneath the Florida Times-Union property. He was spotted in Hogans Creek last week. “There are a lot of great opportunities Downtown. We just have to have the foresight to take advantage of them,” said Nooney.

John deserves positive recognition for his efforts on behalf of our waterways, and public access to them.  Wasn't sure I liked the journal's use of the term "gadfly" until I found this more favorable definition:  "one that acts as a provocative stimulus".  I think that fits.

Hogans Creek and McCoys Creek present different access challenges. Its an election year and in my opinion if anyone was going to have an opportunity to access them publicly and privately this is it. They are both located within our Downtown Jacksonville Overlay Zoning District 2003-627. And right in the middle is our Promised 680' Downtown Public Pier. Its just dumb luck that we are getting the pier back. Will we actually get it back? And if we do what will be the legislative shackles that could be attached to the pier?

Hogans Creek and the Pier are in Dist. 7 and the representation for the constituents in this council district has been disappointing. In 4 months. Just 4 months this council district will be electing leadership that will impact the residents of Springfield and Jacksonville for the next 4 years. 4 YEARS. If you are not getting the legislation now to Make it Happen you sure as heck aren't going to get it in the next 4 years.

Legislative action is reducing economic opportunity rather than increasing it. Right now on another thread and before the city council is 2010-856. Can this legislation be expanded to include Waterway vendors? Are there any? There won't be now.

But Hey. The council just passed 2010-675 that will bring the USS Adams (Which now may be called the USS Executive Ship) Downtown with a last minute Finance amendment that could provide a future taxpayer bailout for a yet to be elected Mayor and council.

Then our council just passed a J bill resolution 2010-813 which establishes a special " Urban Transition Area" in Riverside. Providing Exceptions for Space and Seating Requirements for Liquor Licenses for Restaurants. Legislative protectionism

The concern for access to our St. Johns River our American Heritage River Public or Private should be a concern for all the people of Jacksonville

Thats a mistake IMO.  The Adams group has virtually raised no money to date.
That sounds like a bailout just waiting to happen.

Clean up today on Hogans Creek behind the casket factory and Old St. Luke's Hospital. A positive day for cleaning up all our Waterways.

Noone deserves  additional credit on the discovery that a 1/3rd of the south river walk was not funded and not planed to be built.  Wasn't for Noone, we may not have seen this go public till we noticed a chunk of the south river walk was missing.  Nice work!
