Folio gives "bouquet" to Bill Killingsworth

Bouquets to Bill Killingsworth, director of the city of Jacksonville's Planning and Development Department, for stopping the demolition of more than 100 historic homes in Springfield.  The city ordered the houses destroyed after their owners were cited with numerous code violations.  A neighborhood group argued the homes were salvageable, but noted that the recession had hampered renovations.  Killingsworth stopped the demolitions, at least temporarily, while the city discusses allowing property owners to preserve a structure by boarding it up and securing it.
