Seasonal outdoor gourmet...downtown?

I'm just throwing this out there as a pie in the sky thought...not even a fully formed thought, just a few partial thoughts to start a discussion...

-inexpensive, semi-permanent retrofit of one of the Shipyard piers (I'm thinking a container on shore for equipment storage, ie chairs, tables, linen, etc. - able to be assembled day-of)
-outdoor dining, small-ish crowd, only 1-2 seatings during the evening
-couple times per month, during fall and spring when weather is nice
-invite City's best chefs on a rotating basis to bring in the dinner...not Olive Garden catering, but "real" upscale dinner
-rotating guestlists, maybe with some limitation to keep the crowd diverse and changing (an individual only allowed once per 6 months or something)
-created/operated with the expectation of some spontaneity, so no menu, and dinner confirmed day-of by phone, text, twitter, etc. (to allow some flexibility in case of weather)
-focus on local foods?
-local live music?

I don't have any experience/knowledge in food service, event planning, or even twitter, but I think the idea of dining in a classy atmosphere, in nice weather, out in the middle of the river, in the middle of downtown, is a very cool one.

Thoughts, additions, bashing?  If someone wants to pursue this in some form, I'd love to be involved, I just don't know enough about the core pieces of the food service part to do it myself.

There really isn't much comfortable weather available during the year. It seems we swing from brutally hot & humid to spotty cold. The afternoon / evening thunderstorms in the summer would make things difficult too.

This actually could happen. For those of you who dont remember, the Mosh now lets you rent out their rooftops for events or parties. Childrens museum by day, adult party space by night. Someone should look into it.

As far as the weather fall time is a good time here. Its not too hot or too cold. And its not raining everyday
