Florida Legislature - Are they usually this fast and weird?

I'm not sure if it's the media or something else but is the Florida Legislature passing some of the weirdest and most controversial bills they can pass lately? From what was the Teacher Bill to the Biking, Abortion, Red Light, that Bong bill...etc. 

Do they usually work this fast?
