They are most likely testing ground,different countries with different layout and architecture.
Its like testing a nuke,you have to see how it responds.

That's not it,most likely another test.
Talk about being American ally there is a good saying (even that is by Henry Kissinger) that goes "It may be dangerous to be America’s enemy, but to be America’s friend is fatal".

Lately USA have been effing bunch of US "ally" from Turkey,Israel,Bosnia,European Union etc.
That saying is actually true,you are more likely to get punished by US as ally then enemy.
