Downtown Traffic

the only thing I was trying to do was figure out if downtown had changed significantly (either positive or negative) over the last 5+ years...based on the traffic numbers, which is only one measure, it appears things were pretty much the same from 2004 to 2009.

The numbers here are probably accurate, of course. But what is the actual percent of data where people actually stop, park and attempt to enjoy the city? What percentage of this traffic pays attention to any promotion or marketing of the city itself or downtown eateries and businesses while "passing through?"

Going by traffic count, these numbers tell me that State & Union are more feasible locations for street level retail than the core downtown streets.  On these one way pairs, you're picking up downtown and through trip traffic.  So, if I were a DVI or JEDC, I'd might focus more of my commercial recruitment efforts and invest in better urban development strategies along this corridor.
